Not that the feature has already been implemented, but one way for users
to find out who has staff or institution admin access for their
institution is to click on the institution on the user profile page
where it says "Member of...". That "institution page" lists all
institution admins and staff.

Bug description:
  Identify users with Staff Access somehow.  This would be useful for
  students trying to add access for their tutor within a View (where
  only Preferred Name is displayed) or trying to find their tutor to add
  to a Community or Group.
