Now (Mahara 1.10) that we have multirecipient messages, maybe one way
could be to also select the group to which you want to send a message
and then a message is sent to all group members instead of listing them
separately.

  Could be controlled by role maybe (e.g. only admins can do it, or
  admins+tutors).
