  pubsubhubbub support for externalfeed block

Bug description:
  As pubsubhubbub (http://code.google.com/p/pubsubhubbub/) becomes more
  and more popular (e.g. supported by google reader, blogger, wordpress)
  we might consider supporting it as well. The idea is that when the
  remote feed is using the publishing hub (that is a part of feed xml
  spec. now), the new post will cause the hub to feedback subscribers by
  touching the specified link with pre-defined parameter so that
  subscriber will be aware that the feed has been updated and reload it
  (as opposed to blind check of the feed each hour that we normally do).
  The subscriber php library (http://github.com/lxbarth/PuSHSubscriber)
  also available.
