With Mahara 1.10, comments are allowed by default and you can change
that setting on each block instance. There is no site admin setting for
it though, but it may not be required as the default is to allow
comments.

  Add site admin setting for making comments default on text boxes /

Bug description:
  Currently (Mahara 1.7), you need to allow comments manually for each
  text box under Content -> Notes -> Edit a note. It would be better if
  the site admin could allow comments per default like for files in the
  Plugin administration (see
  http://manual.mahara.org/en/1.7/administration/extensions.html
  #artefact-type-file ).
