Currently (Mahara 1.7), you need to allow comments manually for each
text box under Content -> Notes -> Edit a note. It would be better if
the site admin could allow comments per default like for files in the
Plugin administration (see
http://manual.mahara.org/en/1.7/administration/extensions.html#artefact-
type-file ).
