  Update reCAPTCHA terminology to "site key" and "secret key"

Bug description:
  Under Site Configuration -> Security, we've got sections to configure
  reCAPTCHA, which ask for a "public key" and "private key". But on the
  site that actually generates reCAPTCHA keys ( recaptcha.org, now
  operated by Google), the terminology it gives the user is "site key"
  and "secret key".

  We should update the lang strings to match.
