In preparation for Bug 1298646, we refactored the view/artefact.php file
into artefact/artefact.php

This has the side effect that old URLs for individual artefact pages are
now incorrect. This affects search engines and hard-coded links, as well
as some third-party modules that haven't been properly updated.

It's a simple matter to add a redirect script at the old location,
pointing to the new location, so that these URLs will continue to
function.
