Public bug reported:

Every block currently has a pair of settings on the block config page to
control whether the block is retractable, and if so, whether it should
start out retracted. Because both of these settings have descriptions
below them as well, they take up a fair bit of vertical space, even
though they are seldom-used settings.

I'd like to explore some ways to make these settings more compact so
that they don't expand the config screen so much.
