This bug is similar to bug 1262928 - but it allows the filebrowser to do
the same filtering as it's <input type="file"> is hardcoded in the
filebrowser template rather than coming from the pieform file element.

This will allow me, when adding a block that only works for certain
files, eg pdf block/image block, to filter my local files to choose from
down to just the allowed types.
