To replicate:

1. Add an annotation block to a page. Allow feedback.

2. Make the page visible to the public

3. Log out

4. View the page

5. Click on the "Place Feedback" link and try to submit feedback

Result: After submitting your feedback, you see the Mahara login form in
a pop-up

Expected result: Either you should submit your feedback successfully, or
the option to submit feedback should be disabled entirely
