[Bug 1432464] [NEW] Require captcha for probationary users to take spammy actions

 

Public bug reported:

The proposal here is that if you're a user who is on probationary
status, we make you do a recaptcha before making a forum post, user-to-
user message, and possibly also other actions that cause emails to go
out.

This wouldn't stop the flow of spam completely, probably, but it would
prevent bots from flooding us with spam.

The downside is that it would be quite inconvenient for new users.
Possibly we could mitigate that by combining it with a spam detection
heuristic.
