[Bug 1441909] [NEW] Let other users edit my pages

Public bug reported:

Pasquale suggested to me that users would like to be able to invite
other users to edit their pages. Currently you can do this with group
pages, but that's a lot of overhead.

It occurs to me that it would be relatively easy to implement this as
another permission setting. When you're sharing a page with someone, we
add a checkbox labelled "can edit". Store this in view_access as a new
column. Then just check it when looking if someone can edit the page.

There are a few additional things to suss out, like notifications,
author lines, etc.

** Affects: mahara

         Status: Confirmed
