Hi,

When I:

 1) add a new institution
2) add some users to institution
3) select users via checkbox on Admin -> Users page and click 'Get reports'
4) Click the 'accesslist' tab

The acces list tab is a button not a link. Throughout Mahara tabs like
these are links. We should try make this consistent to have a tidy code
base.

However this already works, so it's set to Low.

Mention that it needs to load other tabs via ajax rather than being a form
