[Bug 1464052] [NEW] Set a default record limit for the elasticsearch cron job

Public bug reported:

We added a setting to the elasticsearch cron job to limit how many
records it will attempt to index on each cron run. But by default, we
set this to "unlimited".

Every time I set up a new site, I have to manually remember to set it to
a reasonable number (which is around 10,000). It would make my life
easier if this were in there by default, and it would also be helpful to
our users so that they don' have to figure out what's a reasonable
number for this value.
