[Bug 1465053] [NEW] Disable "External" tab when embedding of external HTML is not allowed
Public bug reported:
When you have the security setting set to "Disable external resources in
user HTML", it would be useful if the "External" tab in the content
chooser on "Edit page" were not visible so that users can't add external
content accidentally and then wonder why it doesn't show up.

The setting says "user HTML". Does that mean that admins could still
display external content without problems? If that were the case, maybe
an error message should be used instead?
