  Missing accessibility text on Inbox & Outbox notification "More..."

Bug description:
  After the bootstrap merge, if a notification has a URL but no URL
  text, we just show the arrow "reply" icon, but with no alt text or
  anything on it.

  This means that it won't be readable by a screen-reader, so it breaks
  accessibility requirements.
