To replicate, you need to get a notification in your inbox (and/or your
outbox) that has a link at the bottom with no urltext. One way to do
that is to create two admins, generate an objectionable content report,
and then mark it as "no longer objectionable". The admin who didn't mark
the thing no longer objectionable, should receive a notification saying
the other admin did it, and that notification will have no urltext.

Bug description:
  After the bootstrap merge, if a notification has a URL but no URL
  text, we just show the arrow "reply" icon, but with no alt text or
  anything on it.

  This means that it won't be readable by a screen-reader, so it breaks
  accessibility requirements.
