When you have a page with a number of retracted blocks, it can be
beneficial to be able to click a link or button to unretract all of them
at once, e.g. the Mahara Partners page at https://mahara.org/partners,
if you want to have a quick overview of all the content, but still be
able to have the blocks retracted automatically for when you only want
to focus on one block on the page.
