I'm not able to update Mahara from 15.04.5 to 16.04.1. Using the cli or
web interface both give the following error:

View::_create: User 0 is not permitted to create a view for institution mahara
Call stack (most recent first):

    View::create(array(size 5), 0) at /var/www/html/mahara1604/lib/view.php:6685

    xmldb_core_upgrade("2015030420") at /var/www/html/mahara1604/lib/upgrade.php:342
    upgrade_core(object(stdClass)) at /var/www/html/mahara1604/admin/upgrade.json.php:87


My user 0 is "root." We use mysql.
