  error updating from 15.04 to 16.04 "View::_create: User 0 is not
  permitted to create a view for institution mahara"

Bug description:
  I'm not able to update Mahara from 15.04.5 to 16.04.1. Using the cli
  or web interface both give the following error:

  View::_create: User 0 is not permitted to create a view for institution mahara
