Robert and I discussed three possible ways forward:

simplest: Put the HTML export into the Leap2A folder so that we still only have one record.
medium: Put the HTML export into the Leap2A folder and have Leap2A ignore all those files when the folder is uploaded back to Mahara.

Both of these scenarios would store the files twice as the exports are
essentially still regarded as separate.

Best solution: Merge both HTML and Leap2A exports so that both HTML and
Leap2A access the "files" folder and when a Leap2A is imported back into
Mahara, the HTML export files are ignored. We would also merge the two
export formats on the Portfolio -> Export screen as users would simply
make an export. If they upload it again to Mahara, the XML file would be
used and all HTML-export related items ignored. And if the HTML version
is wanted, the XML file is simply ignored.

For this scenario, we might also need to look into the exporting of
comments and if they still behave differently for Leap2A or not. The
solution would be the best as files would only be exported once.

  Archive submissions in both Leap2A and HTML

Status in Mahara:

Bug description:
  In Mahara 1.10 the experimental feature of archiving of submissions
  was implemented. Currently, an archive is always a Leap2A file. The
  idea behind it was that the portfolio can be imported back into Mahara
  later on for users to continue working on it.

  Shane Nuessler mentioned that he has problems importing a Leap2A file
  from an older version into a newer version of Mahara. That's another
  issue to look into, but shows that Leap2A may not be the best format
  to have for longevity. HTML files can be opened by any browser and
  thus are more independent of the current Mahara site being used.

  So it really depends on what you want to do with the archived
  submissions: Do you want to keep it as a record for a long time or do
  you want students to be able to import it back into their portfolios
  if needed. Thus, it would be good if the group admin could decide to
  either archive in HTML or in Leap2A.
