make: *** No rule to make target `css'. Stop.
It looks like you are trying to run the the 'make css' in the wrong
folder. It should be run in the directory above 'htdocs', so in your
case /var/www/html/mahara

Problem with top menus (icons) in 17.04 dev

Bug description:
On each theme I have tried with 17.04 preview, I the top menus (icons)
are not aligned (see inclosed file) on small screens and on
telephones. Connected as a Site Admin, it concerns :
• Administration menu
• Main menu
• Search
• User menu
The submenus also should have a padding, because for me they are to
close to the left margin.
