Making the admin/statistics.php obsolete and getting admin/users/statistics.php
to do the work.

The institution 'all' shows the site statistics

Title:
  Consolidate site and institution statistics into one place

Status in Mahara:
  Fix Committed

Bug description:
  It would be better to combine all site and institution statistics and
  make them available via Institutions -> Statistics page.

  The new drop-down menu item 'All institutions' will be visible to site
  administrators so they can view all statistics across the entire site.

  The site statistics display additional information that will need to
  be hidden from non site-admin.

  Being able to view the following reports across the entire site but
  also based on individual institutions will be assumed as a given for
  the requested reports.
