We used to have the singular, but it was changed some time ago. If I
remember it correctly it was due to the fact that the menu is cached and
wouldn't change when you make a setting change.

  Main menu shows string "Journals" even when multiple journals is off

Bug description:
  I'm on 17.04.2

  In Main menu > Content, the string for journal/journals is supposed to
  change depending on whether or not you have multiple journals
  activated or not. Singular if you don't, plural if you do.

  The multiple journal setting is found in User Menu > Settings >
  Multiple journals.

  Presently, the string is always the plural form "Journals".
