This is not a bug anymore - the tinymce editor returns when feedback is
blank and also when it is too large

  Text editor in Feedback form turns into a text area if the content is
  too long

Status in Mahara:
  Invalid

Bug description:
  Version: master (1.10)
  Platform, browser: any

  If the content of a feedback is empty or longer than 8192 characters, submitting this will cause the error:
  'There was an error with submitting this form. Please check the marked fields and try again.'
  That is what expected. However the text editor turns to an text area. See the attached image.
