Public bug reported:

Currently on the admin screen we have the 'Site information' block which
shows the 'Cron' line that either shows 'Running normally' or 'Cron is
not running.'

We should however check whether
- cron is not running at all, versus
- cron is partially running and only some functions are failing, in which case we should list the  cron function(s) that have failed.

We should also add a 'Clear locks' button to the block to allow admin to
clear the locks.
