Public bug reported:

Issue only on 18.04 master as it's a new GDPR feature:

When you are on the "User agreements" report in Admin menu -> Reports ->
Configure reports and select all columns, the column titles are too long
to be correctly aligned with the check boxes when on a smaller screen.

Ideally, the check boxes are displayed in the first row of the text and
then the text is correctly indented to sit right underneath.

If aligning the check box in the first line is not possible, it should
sit in the middle of the text.
