Discussed with Jaque and we'll not fix for the time being. It's a
problem when someone has a second line instead of only a first one, but
since we don't want to push the profile pic into the panel header and
make that area bigger when someone only has one line, we'll leave it as
is for the moment.

  Profile picture and line in profile info block on user account
  settings page overlap

Bug description:
  Mahara 18.04 (master)

  When you are on /admin/users/edit.php?id=1 the profile picture
  overlaps with the line in the profile info box in all themes. The
  profile picture should sit above the line.
