Now that we have GDPR Strict privacy setting we can force a user to
agree to privacy / terms and conditions to access the site

Bug description:
It would be good to have a checkbox like the "force password change"
that will allow administrators to "force agreement to terms and
conditions". This is important for:
1. Since some users can be added by administrators, these users don't
get asked to check yes to agreement like self-registering users.
Although the terms and conditions are on the site, it is best to force
first time users to agree before continuing into the site. By having
it as a default checkbox option like "force password change", this
allows administrators to override the default if they wish.
2. Also with this change, if there are major changes to the terms and
conditions, this allows administrators to arrange for all users to
have to agree to the updated terms.
