[Bug 548089] Re: ability to post system message

Now that we have site static pages and institution static pages we can
target messages to site vs an institution via that method.

We can also target a message to a group by editing the group homepage

So I recon we have this covered now

Title:
  ability to post system message

Status in Mahara:
  Fix Released

Bug description:
For administrators, it would be nice to be able post a system message
that would be visible on the home page and logged in-home until
removed by the administrator. Although technically this could be done
by editing the site page, editing the site page would not allow
  targetted messages.

The best scenario would be the ability to control who sees the message
and when, much like the current controls for view access. With the
added option of institution as well as groups.

Institution admins should only be allowed to publish a message to
  institution members and groups.

  Consider having a message type:

  [urgent]
  [info]

** This should not be viewed as news/bulletin board. It would be for
things like planned system down time. That said, a news / bulletin
board for the home page is a good idea, but separate feature ;-)
