[Bug 1782955] [NEW] Make "Latest changes I can view" configurable

Originally reported at bug 1782788, but I separated things out as they
touch different parts of the code.
Requested by colleagues at Cranfield University.
Can this be configurable just like the 'Shared with me' feature in the
Portfolio section? EG remove all 'public' pages from list.
Reason being that some thesis supervisors are using Mahara to manage communications between themselves and students. Latest changes block is great as the recently updated pages are at the top - but it gets confusing when other students make their pages public. Watched pages only lists by alphabetical order and not by recently updated.
These are wishlist requests, but would greatly improve the experience of
our academics.
