[Bug 1779087] Re: Institutional registration not working after registration turned off and on
I tested this again last week and I suspect that the problem was on our
end and is now resolved. Phew, sorry after 5 failures it really did seem
like more than a local issue. Having turned registration back on I am
now confident that it is working for again.

Institutional registration not working after registration turned off
and on

Bug description:
- exact version of Mahara 18.04.1
- database (MySQL)
Registration was turned on briefly in one of institutions and worked
perfectly. It was then turned off for a few days and upon being turned
on again it no longer works. When the user registers, the email to
administrators is triggered and the approval link works, but after
approval the user disappears and is not added to the database. If you
try to re-add the user manually you are not prevented from using the
same credentials again, but it takes a long time to save and confirm
the addition of the new user (which suggests a conflict on some
level).
This is a big issue as we need registration to work and we don't want
it to be turned on all the time for all institutions. Thanks in
advance for any help squashing this bug!
