I also tested this out and got the same results as Robert.

Paula owned the page and could see all content

- Percy who had peer assessment assigned was unable to see the badge
info (which is correct)

- Polly who had no special permission could see the badge info

Bug description:
  There seems to be a bit of a problem with the Open Badges block. I
  placed it on a page that has a peer assessment, but it is not
  displayed. It does show up in the timeline, but without content.
