Public bug reported:

we have discovered that no emails related to watchlists seem to be being
sent since we upgraded to v18.10.0. They were sending prior to the
upgrade. Based on testing: comment notifications, forum notifications
and other types of email notfication are sending through. I have checked
the config settings and individual settings and all are set to get
emails for watchlists (so it is not a case of contradictory settings at
the user level).
