I think that this was a burp. All the notifications came through in bulk
about 1.5hrs after-the-fact. We are used to a delay on watchlists, but I
think it was related to a local isseu. This bug can be cloed.

  No emails for watchlists since upgrade to 18.10.0 - other emails are
  fine

Status in Mahara:

Bug description:
  we have discovered that no emails related to watchlists seem to be
  being sent since we upgraded to v18.10.0. They were sending prior to
  the upgrade. Based on testing: comment notifications, forum
  notifications and other types of email notfication are sending
  through. I have checked the config settings and individual settings
  and all are set to get emails for watchlists (so it is not a case of
  contradictory settings at the user level).
