Rather than attempting that within Mahara, existing services such as
Dropbox, Seafile, Alfresco, Google Drive, MS One Drive should be
leveraged as they often already only contain a subset of what's on a
hard drive and thus connecting them will also allow to keep the content
there rather than importing into Mahara as well.

Bug description:
  Would be nice to have a facility to easily keep folder structures on
  your own harddisk and part(s) of the files section in the Mahara user
  profile in sync.
