  Minimise, expand Block content

Bug description:
  It would be good to have buttons on each block to expand, minimise
  Window buttons on each block to collapse or expand block content.

  This should be available to the owner of the view - this would help
  placement of blocks by minimising the block - currently dragging a
  block to a position that is not visible is difficult.

  This would also help viewers - they can decide whether they want to
  see more detail on each block based on the headings.

  This is a similar idea to the igoogle interface.
