  view picker widget

Bug description:
  Would be nice to turn the view selector from a checkbox into a picker
  widget like the lib/form/elements/userlist.php.

  This would help solve issues like the view/collection access updating
  identified in https://bugs.launchpad.net/mahara/+bug/619867.
