Title:
  Android TinyMCE editor does not appear

Status in Mahara:
  New

Bug description:
  - Code: 19.10_STABLE as deployed to https://master.dev.mahara.org/
  - OS/Browser platform tested: tablet running Android 5.1.1 and latest Chrome (please note also confirmed on Android 8 phones)
        Is fine on the iPad Air 2 running latest iOS&Safari (i.e. 13.1)
  - Theme: Modern

  Preconditions:

  1. An existing person (used User5 Test-123) is present.
  2. The Site/Institution Administrator has left both the HTML editor and Device detection options in the Person's  Profile Settings --> Preferences at their 'On' default values.

  Test steps:

  1. Person is logged in and selects Profile; the person's Profile --> About me tab is displayed.
  2. Person scrolls down to enter an Introduction.  ✘  The TinyMCE editor is not present for the user to enter text in.
  Please see attachment.
  Note1: the editor/fields are not present in other places that they should be eg in the Create Text block.
  Note2: a work around is for the Site/Institution Administrator to turn both the HTML editor and Device detection options in the Person's  Profile Settings --> Preferences to their 'Off' values.
