Bug 1857255: IE11 was having issues displaying the verify modal

but only in some cases was it showing as partially invisible

to get it to render correctly I just moved the modal in the dom
and that seems to sorted out the IE11 render engine handling of it

  signoff/verify modal issue in IE11

Bug description:
  The 'verify' button when clicked does not display correctly - it shows
  as a thin bar without content. but when I manipulate the CSS with
  debugger the block content appears.

  There seems to be an issue with the render engine in IE11 that is
  causing the content to display as invisible
