The manual is in contradiction with the fix in bug 1916833

So either we need to allow the editing of the block before feedback is
added or we need to update the manual

  Unable to edit an annotation block

Bug description:
  Manual says:

  You can change the text as long as no feedback has been placed on the
  block. In order to change the text, you go into Edit mode of the page
  and then choose the Configure icon of the Annotation block that you
  want to change. You cannot change the annotation from the
  SmartEvidence map.

  
  But once an annotation block is added to a page the "Configure" cog icon is not shown
