Public bug reported:

When you go to submit a collection to a group you get the message on the
confirm page

"If you submit [Collection] to [Group] for assessment, you will not be
able to edit its contents until your tutor has finished marking it. Are
you sure you want to submit now?"

However, after collection is submitted you can still add Annotations via
the Smart Evidence page

Should they be allowed to do this?

I think we should not allow annotations to be added to a submitted
collection - but feedback on an annotation should still occur
