When I am creating a new account, I am unable to select the Leap2A radio
button using keyboard only navigation

1. Log in as site admin
2. Add a new account
3. Using the keyboard only to navigate

Results:
- Expected: Admin can select the Leap2A radio button 
- Actual: Admin cannot select the Leap2A radio button as it is skipped when tabbing through the page
