It turns out that a radio button group are considered one item.

So once we tab to the first item 'Create new account from scratch' we
can get to the next radio item 'Upload Leap2A file' via the up / down
arrow keys.

This is default browser behaviour

  Can't select 'Leap2A' import button with keyboard

Bug description:
  When I am creating a new account, I am unable to select the Leap2A
  radio button using keyboard only navigation

  1. Log in as site admin
  2. Add a new account
  3. Using the keyboard only to navigate

  Results:
  - Expected: Admin can select the Leap2A radio button 
  - Actual: Admin cannot select the Leap2A radio button as it is skipped when tabbing through the page
