  The Mahara Manual link still uses the http protocol instead of https

Bug description:
  We should change the link to be https:// instead of http:// to link to
  the Mahara Manual at https://manual.mahara.org

  To replicate:

  On the homepage, hover over the 'Help' link.

  Results:
  - Expected: The URL starts with https://
  - Actual: The URL starts with manual.mahara.org as most browsers don't display the http:// protocol.
