Title:
  Enable Portfolio completion in collections on a group level

Bug description:
  Enable the use of Portfolio completion progress page in group
  collections.

  The fix for this can help with the bug "Can't use portfolio completion
  in template plans in groups"

  Steps to test:
  (PC: Portfolio completion)

  1. Create a group
  2. Add members to that group
  3. Check that the group's associated institution has checked 'PC' to Yes in their institution settings.
  4. Create a page with a 'Sign-off' block and set to 'Template'.
  5. Add the page to a collection.
  6. In collection settings, set 'PC' to 'Yes'.
  7. View a page and go to its settings.
  8. Set template to 'Yes'.
  9. Log in as a group member and copy the template.
  10. Complete verification as you would with PC on institution level.
      1. Self-sign off
      2. Share to a person to be reviewer, e.g. Peer and manager
  11. Sign in as the reviewer, go to the shared page and verify the collection.
