Seems to be occurring on the following elements:
div.collapsible-group
div.card-body

For example: webservice/admin/index.php
And: theme/raw/plugintype/artefact/file/blocktype/gallery/templates/thumbnails.tpl

Link tags should only be used when they are taking you to a new page or
location. Otherwise, they should be buttons.

The style guide also includes examples of these and will need to be
updated, as well as css styling rules.
