Public bug reported:

Tested with Google Chrome and Orca

To replicate:
- Create an Image Gallery block with images
- Create an Image block with one image
- View the page in display mode and use the tab key to navigate

Result:
 - Can access Image block but not Gallery

Expected:
- Access both Image and Gallery block

Note: You can use the arrow keys to access the Image Gallery block, but
should be tabbable like the Image block
