  Allow partial institution mapping in SAML for affiliate email

Status in Mahara:
  Fix Released

Bug description:
  When mapping on the external institution ID, eg 'school.com' maps to
  'school' the affiliated email may not follow the same pattern, it
  might be 'student1@xxxxxxxxxx' or it might be
  'person1@xxxxxxxxxxxxxxxxxx'

  So we need a way to partial map on an affiliation
