[Bug 1999712] [NEW] Allow multiple LTI auth methods in one institution

This is a result of making LTI auth methods more unique rather than only
having 'webservice' as auth method in an institution because that
doesn't say which one it is.

The fix will make it possible to have more than one LTI auth method in
one institution. So far, we've only seen that as a problem on sites that
have been upgraded.
